i am unable to troubleshoot this error.
Message: Internal error. TDbConnection failed to establish DB connection: SQLSTATE[08006] [7] connection to server at "127.0.0.1", port 5432 failed: Connection refused Is the server running on that host and accepting TCP/IP connections?

And also tell me what is it mean

Welcome to the Bacularis User Group.

This error describes that Bacularis is not able to connect to the Bacula catalog database and it can mean one of the two problems:

PostgreSQL server is not running
PostgreSQL server is running but it does not listen on TCP/IP port 5432 on loopback interface 127.0.0.1.

You can check if the PostgreSQL is running and if it listens.
