Is there any special reason that you use the www-data group for the volumes? Bacularis does not need it because all Bacularis actions on volumes are realized by the storage daemon, not directly. So, if the storage daemon user:group are bacula:tape then I would propose to use it for the /mnt/backup directory and existing volumes inside it:
chown -R bacula:tape /mnt/backup
If it will not help, also worth to check is the SELinux status if you use a system with the SELinux support.
getenforce
and the audit.log if there are any permission errors:
/var/log/audit/audit.log
